The primary failure of counterterrorism measures is the martyr effect. The neutralization of one terrorist provides the activation energy for another to react. When a victim of terrorism survives, they are relegated to psychiatric services to cope with reality, rather than act against it.

Through a network of government-funded psychiatric institutions, Director Inarch Eisen harvests terrorism survivors with severe trauma indexes and catastrophic chemical outlier profiles. These individuals are subject to relentless medical testing without the red tape of ethical guidelines. If they survive and prove useful to SAP-TT, then they may be eligible for Rebirth as a Juggernaut. Most do not.

Juggernauts are not the unfeeling machines that the United States once coveted. They are broken survivors fueled by their emotions to be truly unstoppable weapons.
